Azerbaijan Energy Regulatory Agency TheAzerbaijan Energy Regulatory Agency (AERA) is a public legal entity established under the Ministry of Energy in accordance with the Presidential Decree №1750 by the 22nd of December, 2017. In line with the 1st paragraph of the abovementioned Decree, the Agency was founded on the basis of the State Energy Control Administration and the State Gas Control Administration of the Ministry of Energy. Accordingly, the assets and liabilities of the abolished bodies were passed to the Agency. The fields of electricity and heating, as well as gas supply are defined as main activities of the Azerbaijan Energy Regulatory Agency. To build a legal basement for its activities, the laws on Energy, Electricity, Gas Supply and Heating Supply are amended accordingly. It paved the legal way for those entities for making payments to the Agency with reference to the legislation. The Ministry of Energy defined the rules of payments, whereas the staff and recurrent expenses of the Agency is approved as per the Order of the Minister №26 by the 1st of March, 2018. In April, 2018, the Agency started its functional operations. According to the Charter, in order to define control procedures to be implemented by the Agency, the Rules on technical exploitation of electrical, gas and heat appliances are approved by the Presidential Decree №204 by the 16th of July, 2018. The elaboration and implementation process of legal and institutional reforms required to support activities of the AERA is conducting in accordance with the international practice and experience of the leading countries of the world in the framework of the Project on Supporting of the Azerbaijan Energy Regulatory Agency. AERA has 11 regional branches located in Baku, Ganja, Sumgayit, Lankaran, Shirvan, Mingachevir, Shaki, Tovuz, Khachmaz, Kurdamir and Imishli. AERA is an associative member of the Energy Regulators Regional Association (ERRA).
